Like Balfour, Milner, Smuts and others, Lord Cecil was deeply interested in the Zionist ideal; I think that he alone saw it in its true perspective as an integral part of world stabilization. To him the re-establishment of a Jewish Homeland in Palestine and the organization of the world in a great federation were complementary features of the next step in the management of human affairs”.
